You do not examine legislation in light of the benefits it will convey if properly administered, but in light of the wrongs it would do and the harms it would cause if improperly administered.
There was a comment posted here — I believe from a first-time commenter — shortly after this post went up. I managed to hit a wrong button and delete that comment by accident. I hope the commenter will forgive my clumsiness and re-post!
I must wonder, what of the wrongs/harms if it is properly administered? That would be my topmost consideration with regard to any legislation.
I don’t know if it is word for word, but that is the gist of what I said.
